Il est + number + heures, and the two halves of the clock
Start with il est, then the number, then heures — which never drops, unlike English "it is two". Up to the half hour you add minutes: deux heures dix, deux heures et quart, deux heures et demie. After the half hour French counts DOWN to the next hour using moins: trois heures moins vingt is "twenty to three". Persian does exactly the same with «بیست دقیقه به سه», so the logic is already yours. Two words take no heures at all: midi and minuit.
